Any way my question is this, "Why does water continue to flow even when the manual shutoff is turned off and the flow control is also turned off?

I am airating my lawn sprinkler system. What I want to know is on the valve that you put your airline on there are two ports for the air. What is each one for? Also what is the purpose of the cap that is put on this valve or whole purpose of this valve.
